For some time now weather across the world has been 'out of control', or at least contrary to expectations. Weather has actually been artificially controlled to a large extent since at least the '70s. There is much more to it than cloud-seeding or performing the 'Rain Dance.'

However, not every deviation is caused by Man.

"Man dogs and Englishmen go out in the mid-day sun" .... attributed to Rudyard Kipling, an English writer born in India, is quite well-known (or was). However, in recent years the heat of the day has wandered significantly until in July 2009 the hottest part of the day was recorded as around 9 PM on the Canadian West Coast!

The Earth's wobble is very strong right now while it adjusts to its future mono-polar state, rather than having North and South Poles. That also has a significant effect on weather patterns and atmospherics in general. The sun, as well as the future Second Sun (Jupiter), has also been aberrant, adding to the problems in the skies around the planet.

The most recent cause for the delay in "stasis" and the NESARA announcement is the need to wait until these atmospheric conditions stabilize, according to Aton. Recently (June 2009) it was reported that some crop circles are actually 'anchors' in this process. At any rate, many of these crop circles are for the attention of ETs involved in the "Earth Mission" and not directed to humans.

By July 2009 the number of inexplicable plane crashes was increasing month by month. These were no longer Illuminati caused (they thought nothing of taking out a whole planeload just to eliminate ONE passenger on board) but caused by the fluctuating energies around the planet. Travel by plane was becoming more and more risky.

The changes have been going on now for quite some time - "The Winds of Change" (1984) in an updated version stated:

Changes in weather patterns have become obvious since the beginning of the 1980s: they have become increasingly erratic and violent, with drought, forest fires, heavy snowfalls, gale force winds and extensive flooding all creating havoc with the harvesting of grain and sensitive food crops, as well as discomfort, financial hardship and the disruption of commercial activities. Winter tourist attractions can no longer rely on balmy breezes: the 'colder' climes are often more enjoyable in winter. Perplexed holiday makers find their hard-earned savings wasted more and more often, as they find the climate back home more amenable than at their expensive 'sunshine' destination.

Newspapers in the late 1980s were increasingly filled with reports of earthquakes in 'unusual' places - those not considered prone to earthquake damage; of unusually heavy rains at the 'wrong' time of year, often causing dams to burst (as happened in Lagos, Western Nigeria); of hurricanes, sudden storms and tornadoes in surprising localities, creating 'unbelievable' devastation. In other words there had been often no such comparable event in local history and the people were completely unprepared for it and still could not believe it even after the event.

In January 1987 Hurricane Sally pounded the shores of Rarotonga, in the Cook Islands, with 30 foot waves and winds gusting up to 125 mph, making it the worst storm in living memory, according to Prime Minister Sir Tom Davis.

In September 1987 news flashed around the world that a tornado had hit Edmonton, Alberta, Canada's most northerly city and North America's coldest, leaving 26 people dead in its path of destruction. The local press then published an article explaining exactly what a tornado was, for the benefit of the puzzled populace.

1988 became known as the year of the hurricane. Hurricane Gilbert was the most ferocious hurricane ever measured with winds up to 260 km/hr (160 miles per hour): it ripped through Jamaica, destroying 100,000 homes and damaging 400,000 others.

If you have been observing the Moon of late you will have undoubtedly noticed its change of orbit - from the West Coast of Canada it appears to 'descend' at a steep angle of about 45 degrees - which does not afford much time for observation.

A hurricane which takes a straight path is man-controlled. Weather wars!

Many of the severe weather systems experienced in recent years were part of the man-created weather wars forecast back in the '80s - see "Winds of Change" a booklet written in 1984 and last updated in 1995, published on the web at http://www.geocities.com/newageinternational/Winds.html [This site is in the process of being transferrred to http://newage.insights2.org/"]. This has caused an imbalance in the natural system worldwide. Here is an extract from that article:

Climate will also be affected by manipulation of the weather: any weather pattern can be artificially induced. The 'standing wave' which created the extremely cold conditions on the North American west coast in 1981-82 was (rightly) attributed in the press to interference by the Russians, who have long studied the work of Nicola Tesla in electromagnetism and the effect of various frequencies. Some of their attempts in Europe however backfired and added to their mounting crop problems. A Moscow firm publicly advertised their services in 1992 - the ability to create specific weather patterns as required by any client .....

Future wars will include 'weather wars': thunderstorms, rain, floods, hail or tornados artificially induced, as well as the deliberate changing of weather patterns; long, excessively hot periods followed by long, unusually cold periods could knock out agriculture, create extra expense for governments (the taxpayer) and disrupt industry. Very effective for blackmail ......watch for it.

However, although intense storms, flooding, fires and other disasters had been forecast for the future, as well as major changes in climatic conditions, most of that scenario has been changed. For instance, the fierce fires of 2007-8 in California and other places were man-engineered to divert our attention away from other important events that were taking place. That is a common ploy in controlling the public by withholding information or spreading disinformation.

The December 2004 major tsunami in SW Asia was partly man-engineered, but it is claimed that that will be the last one in which man has a hand. Activity is frequently covered up by watching for forthcoming seismic activity, then increasing its violence artificially, so that the full extent of the seismic event can be claimed as a 'natural disaster'. There will be one or two others of a greater or lesser nature in connection with seismic disturbances as Mother Earth continues to adjust herself. There were also pre-arranged agreements for many to depart this life at this point in time, so a high death toll can be expected and accepted.

For some time now there have been warnings of extreme seismic activity and tsunamis, particularly on the West Coast of North America. These have been held back frequently by the Celestials, or their severity lessened, but sooner or later they will become a reality. Some of this activity will hopefully happen during 'stasis'. There are areas which are and can be protected, depending upon the Lightworkers in that area, but those who do not feel inclined to move from their current location may choose to remain there - unless and until they receive instructions from within to do otherwise.

Some important areas may indeed receive damage, but will receive funding to rebuild if the location is sound - unlike New Orleans for instance.

Living on the coast in general will be fraught with danger. In many coastal areas there are developments which are nothing more than houses floating on a platform. They don't stand a chance. Many others are built (conveniently at the time) on deltas which are low-lying promontories and will doubtless be swept over by a tsunami.

On the positive side there will also be the opportunity to acquire property at a more advantageous price than before, as real estate prices dive, and that will occur even before the 90% reduction in pricing overall.

The US Air Force has the capability of manipulating climate either for testing purposes or for outright military-intelligence use. Weather modification will become a part of domestic and international security and could be done unilaterally... While there is no firm evidence that the US Air Force weather warfare facilities have been deliberately applied to modify weather patterns, one would expect that if these capabilities are being developed for military use, they would at least be the object of routine testing, much in the same way as the testing of new conventional and strategic weapons systems.

Needless to say, the subject matter is a scientific taboo. The possibility of climatic or environmental manipulations as part of a military and intelligence agenda, while tacitly acknowledged, is never considered as relevant. Military analysts are mute on the subject. Meteorologists are not investigating the matter, and environmentalists are strung on global warming and the Kyoto protocol.

Ironically, the Pentagon, while recognizing its ability to modify the World's climate for military use, has joined the global warming consensus. In a major study, the Pentagon has analyzed in detail the implications of various global warming scenarios.

The Pentagon document constitutes a convenient cover-up. Not a word is mentioned about its main weather warfare program: The High-Frequency Active Auroral Research Program (HAARP) based in Gokona, Alaska --jointly managed by the US Air Force and the US Navy."

Weather control is the act of manipulating or altering certain aspects of the environment to produce desirable changes in weather.

Some American Indians had rituals which they believed could induce rain. The Finnish people, on the other hand, were believed by others to be able to control weather. As a result, Vikings refused to take Finns on their oceangoing raids. Remnants of this superstition lasted into the twentieth century, with some ship crews being reluctant to accept Finnish sailors. The early modern era saw people observe that during battles the firing of cannons and other firearms often initiated precipitation. .
Magical and religious practices to control the weather are attested in a variety of cultures. In Greek mythology, Iphigenia was sacrificed as a human sacrifice to appease the wrath of the goddess Artemis, who had caused the Achaean fleet to be becalmed at Aulis at the beginning of the Trojan War. In Homer's Odyssey, Aeolus, keeper of the winds, bestowed Odysseus and his crew with a gift of the four winds in a bag. However, the sailors open the bag while Odysseus slept, looking for booty, and as a result are blown off course by the resulting gale

In ancient Rome, the lapis manalis was a sacred stone kept outside the walls of Rome in a temple of Mars. When Rome suffered from drought, the stone was dragged into the city. The Berwick witches of Scotland were found guilty of using black magic to summon storms to murder King James VI of Scotland by seeking to sink the ship upon which he travelled. Scandinavian witches allegedly claimed to sell the wind in bags or magically confined into wooden staves; they sold the bags to seamen who could release them when becalmed. In various towns of Navarre, prayers petitioned Saint Peter to grant rain in time of drought. Perhaps the first example of practical weather control is the lightning rod. In the 1950s, computer scientist John von Neumann, an early theorizer on weather control, surmised that if Earth were to enter another Ice Age, a preventative solution would be to dump dirt (or spray soot from cropdusting planes) on the surface of the planet's glaciers. He noted that this would significantly change their reflectivity (albedo), and thus increase the solar energy retained by the planet. Such a strategy would require repeated applications, as storms would cover some portion of the soot with new snow until their frequency and range abated. The theoretical efficacy of von Neumann's proposal remains to be examined. Wilhelm Reich performed cloudbusting experiments in the 1950s to 1960s, the results of which are controversial. Dr Walter Russell wrote of weather control in Atomic Suicide 1956. Jack Toyer in the 1970s built a rainmaker on Palmers Island near Grafton using a solar mirror, electromagnetic static charge, and infra red frequencies of light to induce weather in regional areas within Australia. His work was continued by his successor, Peter Stevens.

Cloud seeding for rain

Cloud seeding is a common technique intended to trigger rain, but evidence on its effectiveness is mixed. Critics generally contend that claimed successes occur in conditions which were going to rain anyway. It is used in several different countries, including the United States, the People's Republic of China, and Russia. In the People's Republic of China there is a perceived dependency upon it in dry regions, which believe they are increasing annual rainfall by firing silver iodide rockets into the sky where rain is desired. In the United States, dry ice or silver iodide may be injected into a cloud by aircraft, or from the ground, in an attempt to increase rainfall; some companies are dedicated to this form of weather modification.

Storm prevention

Project Stormfury was an attempt to weaken tropical cyclones by flying aircraft into storms and seeding the eyewall with silver iodide. The project was run by the United States Government from 1962 to 1983. A similar project using soot was run in 1958, with inconclusive results. Various methods have been proposed to reduce the harmful effects of hurricanes. Moshe Alamaro of the Massachusetts Institute of Technology proposed using barges with upward-pointing jet engines to trigger smaller storms to disrupt the progress of an incoming hurricane; critics doubt the jets would be powerful enough to make any noticeable difference.

Alexandre Chorin of the University of California at Berkeley proposed dropping large amounts of environmentally friendly oils on the sea surface to prevent droplet formation. Experiments by Kerry Emanuel[ of MIT in 2002 suggested that hurricane-force winds would disrupt the oil slick, making it ineffective. Other scientists disputed the factual basis of the theoretical mechanism assumed by this approach. The Florida company Dyn-O-Mat proposes the use of a product it has developed, called Dyn-O-Gel, to reduce the strength of hurricanes. The substance is a powder which reportedly has the ability to absorb 1,500 times its own weight in water. The theory is that it is dropped into clouds to remove their moisture. When the gel reaches the ocean surface, it is reportedly dissolved. The company has tested the substance on a thunderstorm, but there has not been any scientific consensus established as to its effectiveness. Hail cannons are used by some farmers in an attempt to ward off hail, but there is no reliable scientific evidence to confirm or deny their effectiveness. Another new anti-hurricane technology is a method for the reduction of tropical cyclones' destructive force - pumping sea water and diffused in the wind at the bottom of such tropical cyclone in its eyewall.

2008 Olympic games

In the largest rain dispersal operation on record in China, and the first time that such technology was used in conjunction with the Olympics, the Beijing Municipal Meteorological Bureau fired a total of 1,104 rain dispersal rockets within an eight-hour period prior to and during the opening ceremonies of the Games of the XXIX Olympiad on August 8, 2008. The rockets were launched from twenty-one sites and may have prevented the ceremonies from receiving rainfall in the range of 25 to 100 millimeters of rain.

With a rainy weather forecast for the Olympic night, and 90% humidity, the attempt "successfully intercepted a stretch of rain belt from moving towards the stadium..." said Guo Hu, head of the Beijing Municipal Meteorological Bureau. "..."Under such a weather condition, a small bubble in the rain cloud would have triggered rainfall, let alone a lightning..." said Guo, according to Xinhua News' 2008 Olympics website. HIPAS has several diverse experimental facilities: a 1-megawatt rf transmitter to produce ELF/VLF (Extremely Low Frequency and Very Low Frequency) electromagnetic (EM) generation by the absorption of radio frequency (rf) power in the arctic ionosphere including ion cyclotron excitation; a 100 kW rf plasma torch used in research on the destruction of hazardous waste; a 2.7 m liquid mirror telescope used with one of several lasers for ionospheric stimulation and measurement; an Incoherent Scatter Radar (a new project using 88 ft. diameter antenna at NOAA Gilmore Creek site 34 km SW of HIPAS as the receiving antenna with the transmitter at HIPAS). HIPAS is in the process of adding a very high power (terawatt) laser (recently obtained from LLNL) to perform laser breakdown experiments in the ionosphere. Two Diesel electric generators (1500 HP 4160 V, 3-phase, 1.2 MVA each) are used to power the experiments. There are a number of computers (PCs ) on site, and a high-speed data line to UAF is available. While these experiments are useful in measuring the properties of the ionosphere, they produce insufficient amounts of energy to modify it in any significant way.

2005 U.S. Senate Bill 517 and U.S. House Bill 2995

U.S. Senate Bill 517 and U.S. House Bill 2995 were two laws proposed in 2005 that would have allowed experimental weather modification by artificial methods, established a Weather Modification Operations and Research Board, and implemented a national weather modification policy. Neither ever became law. Future aspirations

Climatologist Ross Hoffman has simulated hurricane control based on selective heating and cooling (or prevention of evaporation) Futurist John Smart has discussed the potential for weather control via space-based solar power networks. One proposal involves the gentle heating via microwave of portions of large hurricanes. Such chaotic systems may be susceptible to "side steering" with a few degrees of increased temperature/pressure at critical points. A sufficient network might keep the largest and most potentially damaging hurricanes from landfall, at the request of host nations. Blizzards, monsoons, and other extreme weather are also potential candidates for space-based amelioration. If large-scale weather control were to become feasible, potential implications may include:
  • Unintended side effects, especially given the chaotic nature of weather development
  • Damage to existing ecosystems
  • Health risks to humans
  • Equipment malfunction or accidents
  • Non-democratic control or use as a weapon
  • For the 2008 Olympics, China has set aside 30 airplanes, 4,000 rocket launchers, and 7,000 anti-aircraft guns to stop rain. China plans to shoot various chemicals into any threatening clouds to shrink rain drops before they reach the stadium.

    Weather control in popular culture

    In popular culture, weather control technology can be encountered in the realms of public speculation, science fiction, and fantasy. The concept of weather control is often portrayed as a part of terraforming.

    Conspiracy theorists have suggested that certain governments use or seek to use weather control as a weapon (eg via HAARP and/or chemtrails), but such allegations have not been proven *. This does not mean that the theories do not carry weight and will ever be disproven. At a counterterrorism conference in 1997, United States Secretary of Defense William Cohen referred to the writings of futurist Alvin Toffler, specifically regarding concerns about "eco-terrorism" and intentionally caused natural disasters.
